Richard C. Powell Jr. joined Burson-Marsteller, New York, part of the Young & Rubicam Brands division of the WPP Group, as chief operating officer, a new post. He had been a managing director at Quinn, Gillespie & Associates, Washington, and previously worked at Burson-Marsteller from 1992 to 1999. Also, Bill Rylance, chairman for the Asia-Pacific region at Burson-Marsteller, was named vice chairman for global development and chairman for Asia-Pacific, which are both new posts.
